Responsibilities of FI agencies
A Fiscal Intermediary (FI) is an agency hired by MassHealth to help consumers with the employer-required tasks of employing a PCA.
Fiscal Intermediaries are responsible for:
Performing employer related tasks for the consumers who delegate their employer responsibilities to the FI; which include:
• Receiving and processing of PCA activity forms (timesheets);
• Withholding taxes and other deductions, such as union dues, as appropriate;
• Filing and paying state and federal taxes;
• Purchasing workers' compensation;
• Issuing PCA paychecks (which are sent to the consumer to give to the PCA); and
• Informing consumers and PCM agencies when consumers are overusing or underutilizing their PA hours.
